How can I get rid of plant louse?

I have to roses that are simply eaten by plant louse. I am not sure this is the name of those tiny creatures that create something like a spider net on the plants leafes. I found in the dictionary aphid; plant louse; greenfly. Is there any of you which has such a "home made" method to kill those plant louse without spending a fortune on it?

How can I get rid of plant louse?
Here's the homemade recipe I use: Mix in a tablespoon of dishsoap into a squirt bottle filled with water. Spray plants once a week. There is no actual way of getting rid of these without harming your plants (spider mites is what they are called), but this method gets them to leave your plants and just go somewhere else. Note: If left too long, they will kill your plants.
Reply:lowes or home depots garden center has prdoucts by ortho just for that and its easy to use. Its also very effective.
